To: All OCSO Deputy, Deputy First Class, Master Deputy, Court Service Officers, Corporals and Sergeants From: Mike Smith Vice President Central Florida PBA Date: April 22, 2009 Subject: OCSO Contract Negotiations Update After more than six months of PBA Supervisor & Deputy Contract Negotiation Committee (CNC) meetings, the CNC drafted some of our best contract proposals to date. These proposals try to provide more fundamental fairness and balance in the workplace but do not interfere with the Sheriff’s ability to effectively manage his employees.
Mr. Steve Micciche, from Systems & Management, LLC, will once again negotiate the OCSO contract. The PBA notified Sheriff Demings of our desire to negotiate on January 26, 2009. Attorney Wayne Helsby is the lead negotiator for the OCSO and is also negotiating approximately 30 other law enforcement contracts around Florida. The PBA expressed our concerns about Helsby’s workload impacting the timeliness of our negotiations. Micciche provided Helsby at least six dates to negotiate in February and March 2009. Due to scheduling conflicts, primarily on the side of the OCSO, the first two negotiations dates were delayed until April 14 and April 20, 2009. The PBA provided Attorney Helsby the following ten contract articles on March 24, 2009: Agreement, Preamble, Article-1 Recognition, Article-2 Gender Reference, Article-3 Dues Check Off, Article-4 No Discrimination, Article-5 Association Business, Article-6 Grievance Process, Article-7 Internal Investigation/Discipline, and Article-8 Layoff & Recall. Some of these are simple articles commonly agreed to easily but we already have problems reaching agreements in most of these articles. The following individuals are assigned to the PBA bargaining team (CNC): Chairman/MDFC Mike Smith, MDFC Brian Villella, DFC Don Doyle, DFC John Montenegro, CSO Cheryl Bowman, MDFC Chris Colman, Cpl. Melissa Davis, Cpl. Bill Gabrielski, Cpl. Jerry Hagan and Sgt. Paul Smalley(military leave) and Sgt. Marty Premo. The following individuals are assigned to the OCSO bargaining team: Lead Negotiator Attorney Wayne Helsby, OCSO General Counsel Attorney Eric Dunlap, Labor Relations Manager Captain Mike McKinley, Captain Al Rodriguez, Captain Dennis Leonard, Lt. Carlos Espinosa, Lt. Denise Demps-Rollins, Lt. Rick Mealy, Lt. Todd Payne and Lt. Victor Payne. We have already seen some of the worst counter proposals ever presented by the OCSO. It appears there could be long and contentious negotiations with the OCSO.
